To the attention of participants of international landscape and architectural competition for the design of Olonkholand complex in Yakutsk!

Due to the receipt of applications for participation in the competition from 15 strong and experienced international consortia and our desire to involve them into the complex realization process as a whole, and also due to change in the ruble exchange rate to the US dollar as a result of crisis in Ukraine, the organizing committee makes the following changes in the competition Provision:

1) P. 4, the last paragraph read as follows: «In the first stage of the competition ten teams will be selected to develop final design proposals to be submitted for the second stage of the competition»;

2) P. 8, in the part «Competition format», read as follows:

«The competition format will be in two-stages with an open prequalification to select teams for the second stage.

Stage 1: Pre-qualification of competitors. Ten teams will be selected to participate in the second stage.

Stage 2: Concept competition. Winner and finalists (second and third) will be selected»;

3) P. 8, in the part «Rewards», read as follows:

«-Each of the 3 finalist teams will receive a compensation to the amount of 1 304 800 (one million three hundred four thousand eight hundred) rubles, in a dollar equivalent of $40 000 USD (according  to rate of the Central Bank of the Russian Federation for December 28, 2013 — day of the competition public announcement of $1 = 32, 62 rubles) covering the concept development expenses, and also will receive thematic collections of 7 golden badges with yakut diamonds evaluated at $30 000.

— all teams participated it the 2nd stage have the priority right in development of working drafts of the complex other key objects»;

4) P. 19, where Qualification article, clause 3.1.3 read as follows: «The Jury will select ten (10) Participants from among the applicants (see article 13 below)»;

P. 19, where The selection of the Author, clause 3.1.14 read as follows: «Following the review of the commercial proposals by the OCDC and subsequent negotiations with the winner and other finalists, whose Concepts were ranked as second and third, the OCDC will determine the Author, i.e. the finalist whose Concept for Architecture and Landscaping Design and the sketch design of key object „Olonkho International Center“ will be chosen for implementation. The definition of two different authors on the landscape and architectural concept and the sketch design of key object „Olonkho International Center“ is allowed»;

5) P. 28, where Reimbursement of the participants’ expenses for participation in the Competition, clause 14.3.1 read as follows: «Each of the participant (non finalist) will receive a compensation to the amount of 978 600 (nine hundred seventy eight thousand six hundred) rubles, in a dollar equivalent of $30 000 (according  to rate of the Central Bank of the Russian Federation for December 28, 2013 — day of the competition public announcement of $1 = 32, 62 rubles, VAT exclusive)

 

This amount includes:

— the license fee payable to the participant for the granting of rights to use any works contained in its Concept for Architecture and Landscaping Design, as per clause 14.2;

— compensation for any material and labor costs to be incurred by the participant for the preparation and presentation of its Concept for Architecture and Landscaping Design»;

P. 28, clause 14.3.2 read as follows: «According to the participant Agreement at the request of the participant, expenses for arrival to and accommodation in Yakutsk for participation in preparatory or introductory activities (article 15) of one (1) representative of such participant may additionally be reimbursed by OCDC based on rates of economy class domestic air travel and one (1) night accommodation in a hotel»;

6) P. 32, clause 20.5.2 read as follows: «The OCDC refuses to implement the Project or involve the winner in its implementation the winner will have the right to demand from the customer a fixed amount of 1 957 200 (one million nine hundred fifty seven thousand two hundred) rubles, in a dollar equivalent of $60 000 USD (sixty thousand US dollars), according  to rate of the Central Bank of the Russian Federation for December 28, 2013 — day of the competition public announcement of $1 = 32, 62 rubles. The given amount includes all taxes that are subject to be paid or may be subject to be paid by the OCDC or the winner in connection with its payment».

The competition Provision is updated according to the these changes.
